WW2 Era ATS Leggings?

I’m not sure what these are, the closest things they resemble is modern leggings, there is a slight flare to one end and both ends are finished to stop fraying, made like ATS stockings from wool one has a small darn in the leg suggesting use but otherwise they appear hardly used, they measure approx 15 inches long.
